Special Town Board Meeting


The Town Board of the Town of Brutus held a Special Meeting on October 1, 2013 at 5:00 PM in the Town Municipal Building, 9021 N. Seneca Street, Weedsport, NY 13166 for a continuation of the 2014 budget workshop and any other business that came before the Board.
Present were: Supervisor James A. Hotaling; Deputy Supervisor/Councilman Thomas Flynn; and Councilors Dave Miller, Jeff Hinman and Amy Chirco.   Also present were Pamela Kelley, Bookkeeper, Thomas Piascik, Town Engineer and Justice Andrew Maltese arrived at 5:10 p.m. 
The Supervisor called the meeting to order at 5:00 p.m. 


Court Grant

The NYS Unified Court System is entertaining applications for the next cycle of the Justice Court Assistance Program grants.  The deadline for the applications is October 15, 2013.   The following are items/services that are being requested:  video surveillance,
bullet-proof windows for the judge's office, court and the clerk's office, crowd control stanchions, tempered glass for the tops of the judge's bench and their desks, a desk for the clerk next to the bench, updated phone system, fax/copier/printer for clerk's office, computer and monitor for the judge's office for a total estimated cost of $30,595.43.  Funding for the purchase of some of these items would be available in the contractual expense account for the Town Court (A1110.400

The following resolution authorizing the Justices to submit the grant request to the Justice Court Assistance Program was adopted after a first motion by Councilor Miller and a second motion by Councilor Flynn.

WHEREAS, the State of New York Unified Court System has a Justice Court Assistance Program providing grants for necessary items needed to perform their duties, and

WHEREAS, Justice Andrew Maltese has asked for a resolution to accompany the grant application,
RESOLVED, the Town Board authorizes the application for the purpose of obtaining the items listed above for the Brutus Town Court.
RES 127-13 VOTE: 5 ayes, 0 nays. Carried.

Justice Maltese left the meeting at 5:20 p.m.  

Water District #8

Engineer Piascik provided the Board with the following construction update:  all short services have been completed and they are working on the long services; both pumps at the Pump House were weeping, therefore, the seal was replaced on pump #1 and they are waiting to make sure that everything is operational before installing a new seal on pump #2; the pressure reducer valve needs to be lowered by 40 lbs; the floor at the Pump House is actually in pretty good shape and he recommends installing a secondary containment system under the chlorine to alleviate future problems and Engineer Helgren from Rural Development has advised that he has been furloughed.


Engineer Piascik left the meeting at 5:50 p.m. 

2014 Budget Review

The Board reviewed the various changes made to the Budget based upon their recommendations following the September 9th meeting.  Discussions were held concerning salaries, the fire protection district budget and the tax cap limit.  Additional changes were recommended.  The Clerk will insert the changes and present the Tentative Budget to the Board at the Special Meeting scheduled on October 3, 2013.

There was no other business to come before the Board and upon motion by Councilman Hinman, second by Councilman Flynn and the meeting was closed at 6:25 p.m.

RES 128-13  VOTE:  5 ayes, 0 nays. Carried.
