Planning Board Meeting Minutes

Town of Brutus Municipal Building, 9021 North Seneca Street, Weedsport, NY 13166
Wednesday September 23, 2015 at 7:00pm
Planning Board Members Present: John Abraham (V), Frank Gross (V), Dave Lipiska (T-Alt), Derek Ostrowski (V&T), Jim Scanlon (T)
Absent: Joe Barwinczok (T), Don Bowden (T), Nancy Sweet (V-Alt), Brenda Suslik (V-Alt), and Norman Wightman (T-Alt)
Also Present: Lynette Murray- Planning Board Clerk
Meeting Attendants: Allan Breese
OPENING:
The meeting was called to order at 7:00pm by Chairman Ostrowski who also led the Pledge of Allegiance.
Chairman Ostrowski asked if there were any questions, additions or deletions to the minutes from the August 26, 2015 meeting. Member Abraham motioned to accept 8-26-15 as written. Member Gross seconded the motion. VOTE: 4 ayes; 0 nays. Carried.
BREESE, ALLAN: PUBLIC HEARING: 2 LOT SUBDIVISION: 2356 STATE RT. 31 TAX MAP ID #82.00-1-9.11; Single Family Residence; AR; 25.9 ACRES
7:02pm Chairman Ostrowski called the Public Meeting to order.
Mr. Breese approached the Board with copies of his survey maps that reflected the general area that he wished to subdivide. Mr. Breese is in the process of selling the home on the property and the prospective buyers only want to buy about 5 acres therefore he wishes to subdivide to create a lot that is approximately 5 ½ acres around the residence, leaving about 18 acres of vacant land to Mr. Breese.
The lot with the home and 5 ½ acres is labelled Lot 2 and the remaining large parcel is labelled Lot 1.
Chairman Ostrowski and members of the board indicated they had no objections to the preliminary maps presented and would like to move forward with the subdivision. Clerk Murray advised that the application and SEQR forms were completed by Mr. Breese and application fee collected.
Chairman Ostrowski asked if there were any further comments or concerns in respect to the Breese subdivision. No further comments.
7:11 pm Member Gross motioned to close the Public Hearing. Member Scanlon seconded the motion. VOTE 4 ayes; 0 nays. Carried.
Member Abraham motioned to declare Planning Board as Lead Agency and approve the subdivision as proposed. Member Scanlon seconded the motion. VOTE 4 ayes; 0 nays. Carried.
Mr. Breese was going to get the survey maps and Mylar to the Town by 9/25/15 in order to be signed.
Clerk Murray will send a follow up email to Mr. Breese (copy of email in subdivision file).
7:15pm Mr. Breese left the meeting.
CORRESPONDENCE/OTHER ITEMS:
- Late Member Sullivan: Chairman Ostrowski presented a thank you letter from Hospice for the donations submitted in memory of Mr. Sullivan on behalf of the Planning Board.
- Agricultural Subdivision: Discussions occurred regarding tracking and monitoring Agricultural subdivisions. Chairman Ostrowski indicated that he spoke with Councilman Miller about
agricultural subdivisions and learned that the Assessor does have the
ability to make subdivisions for agricultural purposes outside of the normal
Planning Board subdivision process. Chairman Ostrowski stated he will continue to work with the Town Board Members and Code Enforcement Officer Ganey to develop a tracking spread sheet.
CLOSING:
At 7:45 pm, Member Abraham motioned to adjourn the meeting. Member Scanlon seconded the motion. VOTE: 4 ayes; 0 nays. Carried.
