Planning Board Meeting Minutes

 (Regular Meeting)

Town of Brutus Municipal Building, 9021 North Seneca Street, Weedsport, NY 13166

Thursday November 19, 2015 at 7:00pm

Planning Board Members Present: John Abraham (V), Frank Gross (V), Dave Lipiska (T-Alt), Derek Ostrowski (V&T), Jim Scanlon (T), Nancy Sweet (V-Alt)

Absent: Joe Barwinczok (T), Don Bowden (T), Brenda Suslik (V-Alt), and Norman Wightman (T-Alt)

Also Present: Lynette Murray- Planning Board Clerk

Meeting Attendants: 

OPENING:

The meeting was called to order at 7:00pm by Chairman Ostrowski who also led the Pledge of Allegiance.

Chairman Ostrowski asked if there were any questions, additions or deletions to the minutes from the September 23, 2015 meeting. Member Abraham motioned to accept 9-23-15 as written. Member Gross seconded the motion. VOTE: 4 ayes; 0 nays. Carried. 

CORRESPONDENCE/OTHER ITEMS:

  • Cancelling Planning Board Meetings with no Agenda:  Chairman Ostrowski wanted to gather the Planning Board Members present their thoughts and opinions on cancelling scheduled meetings should there be nothing listed on the Agenda.

Discussion occurred and all members were in a consensus if a meeting is cancelled for no Agenda a meeting will take place the following month in order to allow anyone to attend with informal discussions. An email will be sent to members and there will be postings on the Town Office doors advising this.

  • Special Use Permit Training: Member Abraham attend training on Special Use Permit on November 18, 2015. Member Abraham noted that Special Permits need to be worded specifically when denied; for example "This Special Permit is being denied because it does not conform to the Town code". Member Abraham also added Town Codes should be specific and there should be a set limit of Special Permits issued on one property.

  • Comprehensive Planning Board: Member Gross advised that there are between 4-5 downtown Businesses taking part in a grant offered by the State Office of Community Renewal's Main Street grant program.

Member Gross also discussed that the Downtown Revitalization Committee would like to consider implementing spaces for advertising. A projected thought is to run a wire across downtown on route 34 and rent the space for short term Advertising and posting Special events with a hanging banner. Another projected thought for long term advertising is acquiring a Led Sign were patrons can pay to advertise on the board.

CLOSING:

At 8:10 pm, Member Abraham motioned to adjourn the meeting.  Member Gross seconded the motion.  VOTE: 4 ayes; 0 nays.  Carried.
