Town of Brutus Municipal Building, 9021 North Seneca Street, Weedsport, NY 13166

Wednesday January 27, 2016 at 7:00pm

Planning Board Members Present: John Abraham (V) Joe Barwinczok (T), Don Bowden (T), Don Burdick (V-Alt), Johanna Donivan (V-Alt), Frank Gross (V), Dave Lipiska (T-Alt),  Derek Ostrowski (V&T), Jim Scanlon (T), Nancy Sweet (V)

Absent: Norman Wightman (T-Alt)

Also Present: Lynette Murray- Planning Board Clerk

Meeting Attendants:  Richard Steele, Michelle Steele and John Catalfano

OPENING:

The meeting was called to order at 7:00pm by Chairman Abraham who also led the Pledge of Allegiance.

Chairman Abraham asked if there were any questions, additions or deletions to the minutes from the December 17, 2015 meeting. Member Bowden motioned to accept 12-17-15 as written. Member Ostrowski seconded the motion. VOTE: 7 ayes; 0 nays. Carried. 

STEELE, RICHARD and MICHELLE: PUBLIC HEARING: Amendment on Special Permit for Richard & Michelle Steele of 8465 Cooper Rd (#90.00-1-20.12; 2 acres; AR Dist.) Retail Archery Shop/Archery Range: Requested Amendment to add the usage of Cross bow on the archery range.

7:05 Chairman Abraham called the Steele Public Hearing to order. Member Ostrowski advised that he researched the Steel Archery range with Google map and it appears that the targets are roughly within the 250' distance of a house or other dwellings. Mr. Steele stated that he used a range finder and targets are at least 300' from a house or other dwelling. (The distance requirement for a cross-bow discharge is a minimum of 250' from an occupied house or dwelling based on NYS law).

Member Ostrowski also added that he researched other local archery ranges/archery shops within the Central New York  region  and came up were they would be selling the cross bow but there was no further information on the shooting of a cross bow. Member Ostrowski further added that there was nothing locally comparable. Member Scanlon asked Mr. Steele if he is aware of anything local. Mr. Steele stated he was not but presumed that any retailor and or archery shops selling crossbows are most likely allowing individuals to shoot but not certain.

Member Ostrowski stated that he read an article that indicated the cross bow may be a bit faster off the string but the effective range isn't any further. Mr. Steele stated the effective range is less for a cross bow due to various components (draw weight, power stroke, bolt weight).

7:15 Chairman Abraham asked if there were any further comments in respect to the stipulations.

Chairman Abraham asked if there were any further concerns or comments on the Steele Special Permit Amendment. No further comments.

7:15pm Member Barwinczok motioned to close the Public Hearing. Member Gross seconded the motion. VOTE: 7 ayes; 0 nays. Carried. 

Member Ostrowski made a motion to amend the Special Permit to include the use of a cross bow on the archery range. Member Scanlon second the motion. VOTE: 7 ayes; 0 nays

Clerk Murray will follow up and send out the updated Special Permit to the Steele's, Code Enforcement Officer Tim Ganey and the Town Board.

7:30 Richard Steele, Michelle Steele and John Catalfano leave the meeting.

CORRESPONDENCE/OTHER ITEMS:

  • Introduction of Newly Appointed Planning Board Alternates: Chairman Abraham introduced Village Alternates Don Burdick and Johanna Donivan. Nancy Sweet has been appointed as a Village Member. New members were advised by board members of various training that is available. Clerk Murray will send out the Cayuga County Planning Board training schedule.

  • Updated Roster information: Review and update information for Planning Board Members.

  • Downtown Revitalization Committee: Member Gross advised that the Village sent out a side walk survey in regards to better improvements to the walk ability within the village. They have collected over 100 paper surveys and over 40 online surveys that will be sent to the Maxwell School at Syracuse University for their analysis. Based on the data provided from the survey the Village will be able make some decision on how to implement upgrades. There is another program the Maxwell School offers and that is a grant writing class that utilizes upperclassman to work with Villages to identify the various grants available and will assist with writing the grants. Member Gross is always open for any suggestions or comments to take back to his committee so they may have further discussions.

  • Cayuga County Planning Board Representation: Member Derek Ostrowski has agreed to sit on Cayuga County Planning Board as a representation of our Planning Board.

CLOSING:

At 7:50 pm, Member Ostrowski motioned to adjourn the meeting.  Member Barwinczok seconded the motion.  VOTE: 7 ayes; 0 nays.  Carried.
