Thursday November 17, 2016 at 7:00pm

 

Planning Board Members Present: John Abraham (V), Frank Gross (V), Dave Lipiska (T-Alt), John Mlodzianoski (V-Alt),  Derek Ostrowski (V&T), Jim Scanlon (T), Nancy Sweet (V), Thomas Taylor (T-Alt)

 

Absent:   Don Bowden (T), Joe Barwinczok (T), Ed O’Neil (V-Alt)

 

Also Present: Lynette Murray— Planning Board Clerk

OPENING:

The meeting was called to order at 7:00pm by Chairman Abraham who also led the Pledge of Allegiance.

Chairman Abraham asked if there were any questions, additions or deletions to the minutes from the October 26, 2016 meeting. Member Ostrowski motioned to accept 10.26.16 minutes as written Member Gross second the motion. VOTE: 5 ayes; 0 nays. Carried. 

 

CORRESPONDENCE/OTHER ITEMS:

 

  • Discussion on Corrado: Brief informal discussion on a December Agenda item.

Mr. Corrado purchased a manufactured house. Has a poured pad on his property where he would like to place this house. Property currently has another structure on it the “primary residence”. Per Town Code/Law, no property shall have more than one residence and a subdivision would be required so long as all the necessary requirements are meant (200 foot road frontage; at least 1.148 acres or 50,000 sq foot of property) and each piece of the subdivided property must follow the requirements.

 

  • Discussion on Solar Farms: Members continued to discuss solar energy development within our community. Moratorium, Solar Ordinance, Decommissioning Plan and Unified Solar Permit, have been the structure to other surrounding communities.

Moratorium: would be for local enforcement to temporarily prohibit the landowner to obtain the right to development approval. In order to see if the plan co-inside with the comprehensive plan and or land use regulations.

Solar Ordinance: would be overseen by local enforcement and fall within the zoning guidelines. Solar ordinance allow municipals the ability to regulate solar generating facilities. The ordinance will outline basic distinction, intent/purpose, applicability, site plan items.

Decommissioning and Abandonment Plan: Implement this to protect the environment and land. Outline steps to require the proper removal of all the components and restore the land to its original state.

Unified Solar Permit: Streamline the permit process.

Several surrounding communities have adopted and implemented a solar plan that are simple and not complicated. Town of Geneva and Town of Newburgh were subject of examples.

 

Chairman Abraham will approach the Town to see their position is on this topic and if they would want Planning Board to pursue an opinion of implementing an ordinance.          

 

CLOSING:

At 8:00 pm, Member Ostrowski motioned to adjourn the meeting.  Member Gross seconded the motion.  VOTE: 5 ayes; 0 nays.  Carried.
