Planning Board Members Present: John Abraham (V), Don Bowden (T), Joe Barwinczok (T), Frank Gross (V), Dave Lipiska (T-Alt), Derek Ostrowski (V&T), Jim Scanlon (T), Nancy Sweet (V),Thomas Taylor (T-Alt)

Absent:   John Mlodzianoski (V-Alt), Ed O’Neil (V-Alt)

Also Present: Lynette Murray— Planning Board Clerk

Meeting Attendants: Rod Corrado, Jennifer Monell

 

OPENING:

The meeting was called to order at 7:00pm by Chairman Ostrowski who also led the Pledge of Allegiance.

Chairman Ostrowski asked if there were any questions, additions or deletions to the minutes from the December 28, 2016 meeting. Chairman Ostrowski noted under: 2. CUMMIN, DEAN: INFORMATIONAL; 2724 Cottage Park; Map#83.05-1-25; Vacant Land; Village.  Second Sentence

Planning Board Members did not for see and issue with this proposal. Correction to foresee.

Member Scanlon motioned to accept 12.28.16 minutes with the noted correction. Member Gross second the motion. VOTE: 7 ayes; 0 nays. Carried. 

 

  1. CORRADO, ROD: CORRADO RIVERFOREST ; INFORMATIONAL;2-Lot Subdivision; 9439 River Forest Rd; #76.00-1-26.11; 97.50 acres; AR; River Front; Flood Zone

 

Mr. Corrado and Ms. Monell approached the board and distributed a handout with their intended proposal. Mr. Corrado expressed that he would like to seek a variance based off of Town of Brutus (TOB) code §108-39 Variances. Chairman Ostrowski advised that Mr. Corrado would need to go back to ZBA to achieve this. Mr. Corrado advised he has been to ZBA and was directed to Planning Board for a sub-division. Chairman Ostrowski explained that typically the proper procedure when proposing to put another resident on a piece of property that already has an existing structure on it is to sub-divide the property, also advising that Mr. Corrado can still submit his proposal to sub-divide the property leaving the decision to the board to make sure the lot conforms to code (200 foot road frontage; at least 1.148 acres or 50,000 sq foot of property) and each piece of the subdivided property must follow the requirements. The property is listed under Corrado Family LP and will need a representation letter on file, an application along with a $75 fee will also need to be collected.

Member Barwinczok motioned to declare this a proposed sub-division.  Member Sweet seconded the motion.  VOTE: 7 ayes; 0 nays.  Carried

The board made suggestions to Mr. Corrado on the original drawing so that it would not be as much of an odd lot as the original one presented. The recommended lot was more like an “L” shaped lot. Chairman Ostrowski stated a public Hearing will be scheduled for the 2.22.17 Planning Board meeting in order to hear input from the public. Board members were in a consensus on the recommended drawing

Member Gross motioned to advise Mr. Corrado to proceed with the "L" shaped subdivision.  Member Barwinczok seconded the motion. VOTE: 7 ayes; 0 nays.  Carried. Clerk Murray will draft up a letter for Mr. Corrado with board recommendations. 8:00 Mr. Corrado and Ms. Monell left the meeting.

CORRESPONDENCE/OTHER ITEMS:

  • Discussion on Solar Farms: Member Abraham approached the Town to see their position on this topic and they would like Planning Board to pursue an opinion of implementing an ordinance. Chairman Ostrowski and Member Gross will be working together and draft up a plan.

CLOSING:

At 8:20 pm, Member Gross motioned to adjourn the meeting.  Member Abraham seconded the motion.  VOTE: 7 ayes; 0 nays.  Carried.
