Planning Board Members Present Virtually on GoToMeeting: Joe Barwinczok (T), Frank Gross (V), Dave Lipiska (T), Derek Ostrowski (V&T), Nancy Sweet (V), Thomas Taylor (T), Ken Carr (T-Alt), Joel Herrling (T-Alt), Ed O’Neil (V-Alternate)

OPENING:

The Planning Board held a virtual GoToMeeting on January 27, 2021. The invitation to the on-line meeting with link, phone number to call in, and access code was distributed on as follows:

           Emailed to the Planning Board members/group                         

           Posted on the Town Website

           Posted on both doors of Town Hall

The meeting was called to order at 7:00 pm by Chairman Ostrowski. Chairman Ostrowski asked if there were any questions, additions, or deletions to the minutes from the December 17, 2020 meeting.

Member Taylor motioned to accept 12.17.2020 minutes as written. Member Lipiska seconded the motion. VOTE: 6 ayes; 0 nays. Carried. 

 

  1. POLLOCK, BRUCE (B&C STORAGE): PRELIMINARY PLAT: 2-LOT SUBDIVISION: SITE-PLAN REVIEW SELF-STORAGE: VACANT LAND STATE RT. 34:(#77.00-1-8.1.):62 ACRES: INDUSTRIAL DIST.

Members reviewed maps and site plans. There was a comment regarding the SEQR form, question number,

12. a. Does the project site contain, or is it substantially contiguous to, a building, archaeological site, or district which is listed on the National or State Register of Historic Places, or that has been determined by the

Commissioner of the NYS Office of Parks, Recreation and Historic Preservation to be eligible for listing on the State Register of Historic Places? Answer populated was Yes.

b. Is the project site, or any portion of it, located in or adjacent to an area designated as sensitive for

archaeological sites on the NY State Historic Preservation Office (SHPO) archaeological site inventory? Answer populated was Yes.

13. a. Does any portion of the site of the proposed action, or lands adjoining the proposed action, contain

wetlands or other waterbodies regulated by a federal, state or local agency? Answer populated was Yes.

Mr. Pollock did advise that he is in receipt of a notice from the department and has taken action to seek an Archaeological surveyor for phase 1 A and B of the site.

Chairman Ostrowski advised that the preservation should not impede on the sub-division but there maybe an issue on the proposed building site.

*Chairman asked if there was a motion to declare this a 2-lot subdivision and to have further review of the site plans accept the maps submitted as preliminary plat and schedule a Public Hearing.

Member Taylor motioned to accept the maps submitted and schedule a Public Hearing for 2.24.2021. Member Lipiska seconded the motion. VOTE: 6 ayes; 0 nays.  Carried. Clerk Murray will email Mr. Pollock an application along with a Representation form for the subdivision.7:20 Mr. Pollock left the GoToMeeting.

 

 

CORRESPONDENCE/OTHER ITEMS:

o    It was noted that Mr. Klotz *withdrawn withdrew the request for a Special Permit to operate a retail business for the sale and repair of firearms and related hunting and fishing equipment.

o   Town representatives wanted Planning Board members to have a discussion on updating the Town Code for special permit only in A-R District. (Appling to River Front also)

 

 

 

 

Retail sales and repair of outdoor sporting related products and supplies associated with the following: hunting and firearms, trapping, archery, fishing, snow skiing, biking, snowshoeing, hiking, canoeing/kayaking, taxidermy, geocaching, and bird watching.  

Chair Ostrowski will draft up some items of concern and distribute to members to discuss at 02.24.2021 Planning Board meeting.

 

 

         CLOSING:

8:00 pm, Member Barwinczok motioned to adjourn the meeting.  Member Gross seconded the motion.

VOTE: 6 ayes; 0 nays.  Carried.

*At the 2/24/21 Planning Board Meeting, the following revisions were needed to the 1/27/21 Planning Board Meeting Minutes sections:

·        • the Virtual GoToMeeting Attendants: “Time Ganey” should be “Tim Ganey, C.E.O”.

·         •the section under POLLOCK, BRUCE (B&C STORAGE)… “Chairman asked if there was a motion to declare this a 2-lot subdivision and have further review of the site plans” should be “Chairman asked if there was a motion to accept the maps submitted as preliminary plat and schedule a Public Hearing”.

·         •the section under CORRESPONDENCE/OTHER ITEMS… “It was noted that Mr. Klotz withdrawn the request for a Special Permit to operate a retail business…” should be “It was noted that Mr. Klotz withdrew the request for a Special Permit to operate a retail business…”.

Member Lipiska motioned to accept 01.27.2021 minutes with noted corrections.  Member Sweet seconded the motion.  VOTE: 5 ayes; 0 nays.  Carried.
