OPENING:
The Planning Board held a virtual GoToMeeting on February
24, 2021. The invitation to the
on-line meeting with link, phone number to call in, and access code was
distributed on as follows:
• Emailed to the Planning Board
members/group
• Posted on the Town Website
• Posted on both doors of Town Hall
The
meeting was called to order at 7:00 pm by Chairman Ostrowski. Chairman
Ostrowski asked if there were any questions, additions, or deletions to the
minutes from the January 27,2021 meeting.

Ostrowski stated the following updates:

POLLOCK, BRUCE (B&C STORAGE):
PRELIMINARY PLAT: 2-LOT SUBDIVISION: SITE-PLAN REVIEW SELF-STORAGE: VACANT LAND
STATE RT. 34:(#77.00-1-8.1.):62 ACRES: INDUSTRIAL DIST
Minutes stated, “Chairman asked if there was a
motion to declare this a 2-lot subdivision and to have further review of the
site plans”. Should be “Chairman asked if there was a
motion to accept the maps submitted as preliminary plat and schedule a Public
Hearing”.

ITEMS:

It was noted that Mr. Klotz withdrawn the
request for a Special Permit to operate
a retail business for the sale and repair of firearms and related hunting and
fishing equipment. Withdrawn should be withdrew.

Member Lipiska motioned to accept 01.27.2021
minutes with noted corrections. Member Sweet seconded the motion. VOTE: 5 ayes;
0 nays. Carried.

7:02 Public hearing called to order.
No further comments or concerns in respect to the
2-Lot sub-division.
Chairman Ostrowski advised Mr. Pollock that 4 paper
copies of the survey map will be required for signature along with the
notarized Representation form from the landowner.
Mr. Pollock advised the surveyor has since passed
and the paper copies will have another surveyor’s name on it. Chairman
Ostrowski did not see an issue as long as the maps will not be altered in
anyway other than new surveyors’ name.
Planning Board members were in a consensus to send
recommendations to Tim Ganey, CEO, to proceed with issuing the building permit
contingent on NY State Historic Preservation Office (SHPO) archaeological site
inventory findings and review by the Town Engineer, Tom Piascik.

Member Taylor motioned to close the Public Hearing and accept the submitted
maps as final. Member Lipiska seconded the motion. VOTE: 5 ayes; 0 nays. Member
Lipiska motioned to send recommendations to Tim Ganey, CEO regarding the
site-plan. Member Gross seconded the motion 7:12 Mr. Pollock left the GoToMeeting.

UPDATE A-R
SPECIAL PERMIT IN TOWN
CODE: Planning Board had discussions
on updating the Town Code for special permit in A-R District’s as requested by
the Town. Planning Board members are not in favor of updates to the A-R zoned
districts and making them commercial, per the Comprehensive Plan and
revitalizing downtown. It is encouraged for AG businesses to move into the
already commercially zoned areas (mostly in the village).
Planning
Board members would like to focus on A-R District, River Front zoned areas and
make recommendations based on current law and what has been outlined in the
Comprehensive Plan to update special permits to cover River front activities.
To include retail sales and repair of outdoor sporting related products
and supplies associated with a few activities like fishing, canoeing/kayaking.
Chairman Ostrowski will draft up
recommendations to discuss at the March 24, 20212 Planning Board meeting.
In
addition, there was discussion that there should be guidelines set to save and
utilize the Village store fronts on the lower street level to avoid converting
them into apartments.
